39. Safety Equipment

(a) A five (5) pound, UL approved, ABC fire extinguisher shall be mounted so as to provide easy access to the operator and shall be in an anti-rattle bracket.

(b) A 16 unit UL approved, first-aid kit shall be provided and mounted adjacent to the fire extinguisher.

(c) A DOT approved highway hazard warning kit shall be provided and mounted adjacent to the fire extinguisher and first-aid kit. (d) A dual heavy duty, 12-volt horn shall be provided. Installation of horn shall be such as to afford protection from wheel wash.

34. Serviceability

The location for checking and adding fluids, or making adjustments to key components and systems, shall be selected at the forward or rearward most point of the coach. This shall provide for exterior maintenance and service of engine coolant, engine oil, and oil filters, fuel filters, water separator, air cleaner, transmission fluid, power steering fluid, windshield washer system, and air governor adjustment with Schraeder valve for shop air service.

41. Seating

(a) Driver's seat
1. The driver's seat shall be an Isringhausen Model 6500 air ride.
2. The driver's seat shall be comfortable and adjustable.
3. All visually exposed metal on the driver's seat, including the pedestal, shall be painted flat black. Required seat belts shall be fastened to the seat so that the seat may be adjusted by the driver without resetting the seat belt. Seat belts shall be stored in automatic retractors.
4. All seat covering and padding shall be flame retardant in conformance with FMVSS 302.

(b) Passenger seating in the streetcar shall present the authentic vintage design of a wood slat seat.

(c) All passenger seats are to be minimum 34" in width, representing two passengers and are to be arranged in a passenger seating plan to be approved by the customer. The seating plan shall also include accommodations for two (2) forward faced wheel chair securement positions.

(d) The passenger seats shall be contour designed using cast aluminum seat ends with molded design scroll work. They shall be painted gloss black.

(e) The manufacturer shall provide a seating layout complete with all dimensions for customer approval. Vehicle to simulate fully enclosed old-fashioned trolley.

(f) Each seat with a seat behind it will incorporate a brass hand hold.

(g) Seat slats shall be installed so that the slats are no more than 1/4" apart. The top or shelf slat shall accommodate the brass hand hold. They shall be coated with a two part epoxy finish.

42. Wheelchair Lift (Optional)

(a) A wheelchair lift system shall provide ingress quickly, safely and comfortably for a passenger in a wheelchair from the street level or curb.

(b) The wheelchair lift shall be of modular steel and aluminum construction. The frame design shall incorporate stainless steel rail, pivot pins and roller-bearings to provide maximum performance with minimum maintenance requirements.

(c) The controls shall be simple to operate and the loading operation shall be under the surveillance and complete control of the driver.

(d) The trolley shall be prevented from moving during the loading or unloading cycle by a throttle and brake interlock system.

(e) The wheelchair loading system shall not present a hazard, nor inconvenience any passenger. The wheelchair loading platform shall be no less than 30 inches wide and 48" long and capable of a tested load capacity of 3600 pounds. The lift shall have a 600 pound continuous lifting capacity.

(f) The device shall be inhibited from retracting or folding when a passenger is on the platform. A passenger on the lift platform shall be able to easily obtain support during the entire loading or unloading operation by grasping the passenger assist located on the lift or other assists provided for this purpose.

(g) The power supply shall be a 12/24 volt electro-hydraulic system operating one single-acting cylinder. The hydraulic system shall be of a pressure compensating flow-controlled gravity down design requiring no limit switches or bypass valves to stop the downward travel of the platform. The power operation of the hydraulic cylinders shall be of the push-type design for smooth lifting operation.

(h) The flow-controlled gravity down system shall be regulated by internal valve. External compensation valves shall not be permitted due to the possibility of fitting failure.

(i) Lift deployment and stowing shall be accomplished by means of twin rack and pinon gears driven by a common power shaft. A permanent magnet electric motor shall be used to operate the power shaft. A torque sensitive clutch mechanism shall prevent damage to the lift mechanism if the lift platform encounters a rigid object during deployment.

(j) The switch box for lift operation shall be of a one-handed operation design made of a durable material with permanently stamped function legend. Rocker-type switches shall be required.

(k) The outer end of the lift platform shall be equipped with a spring loaded roll stop which is activated at ground level and raises to a locked position with no more than 3" platform movement.

(l) The lift shall have an inboard roll stop of not less than 12" in height which acts as a transition bridge plate to the trolley floor. (m) An occupant restraint belt system may be incorporated between dual handrails to provide total passenger/wheelchair security. The restraint belt shall be electrically interlocked to prevent lift movement if not latched.

(n) The loading platform shall be covered with a replaceable or renewable, nonskid material and shall be fitted with devices to prevent the wheelchair from rolling off the ends or sides during loading or unloading. A manual override system shall permit unloading a wheelchair and storing the device in the event of a primary power failure.

(o) The lift shall also have a manual back-up system and shall comply with all current ADA requirements.

43. Wheelchair Accommodations (Optional)

(a) Two seat assemblies, as close to the wheelchair loading system as practical, shall be equipped with flip up seats to provide parking space and secure tiedown for a passenger in a wheelchair.

(b) The exit signal shall be no higher than 4 feet above the floor in this area.

(c) Maneuvering room inside the coach shall accommodate easy travel for a passenger in a wheelchair from the loading device through the coach to the designated parking area, and back out. No portion of the wheelchair or its occupant shall protrude into the normal aisle of the coach when parked in the designated parking space(s). As a guide no width dimension should be less than 30 inches and length dimension no less than 48 inches.

(d) Lights shall be provided above the doorway equipped with the wheelchair elevator to floodlight the loading area. The lamps shall illuminate when the elevator is in operation and shall illuminate the street surface to a level of no less than 2 foot candle for a distance of 3 feet outward from the lowest steptread edge.

(e) The Contractor shall provide a plan including the layout drawings for entry, maneuvering, parking, and exiting of wheelchair passengers.

44. Wheelchair Restraint Seating System (Optional)

The system shall be comprised of the following components:


(1) The lock release mechanism shall be attached to either a barrier or the underside of the flip-up seat. It shall have a red painted lock release pin showing at a glance when the locking mechanism is engaged. When the locking mechanism is engaged, the red pin drops visually indicating the chair is secured.
(2) The system shall be furnished with a four belt, four point tie down system. These belts shall be installed in the aisle and wall areas.
(3) There shall be a body and shoulder belt, black, furnished for each wheelchair occupant.
(4) The location, for installation, of the system shall be the responsibility of the trolley manufacturer and shall be submitted to the customer for approval.
(5) Tie down and restraint system to be Q-Straint.

45. Bumpers

(a) Contoured bumpers shall be 7" wide and extend full width of the unit at each end, front and rear, and shall be an integral part of the body frame and shall conform to the old-fashioned trolley look.

(b) Deflector panels to be mounted above the bumper, so no one can stand on bumper.

46. Back-Up-Alarm

A back up alarm controlled by the transmission shift control in the reverse position shall be furnished.

47. Public Address System

a) Provisions shall be made for the installation of a public address system that enables the driver to address passengers either inside or outside the coach.

(b) Four inside speakers shall broadcast, in a clear tone, announcements that are clearly perceived from all seat positions at approximately the same volume level.

(c) A speaker shall be provided outside the coach so that announcements can be clearly heard by passengers standing near the front door.

(d) A driver controlled switch shall select inside or outside announcements.

(e) A separate volume control shall be provided for the outside system if volume adjustment would otherwise be necessary when switching from inside to outside.

(f) The system shall be muted when not in use.

g) The microphone shall be mounted on a heavy duty, flexible gooseneck that allows the driver to comfortably speak into it without using his hands.

h) An input jack shall be provided in the driver's area for a handheld microphone.

(i) System shall be Mobilpage model 760.

48. Towing

(a) Provisions shall be made for lifting and towing the trolley from the front and rear ends. This shall include two lifting points which will allow the trolley to be towed from the lifted end.

(b) All trolley bodies shall be sufficiently strong to prevent permanent deformation or damage while being lifted or towed. Trolley will be towed from the rear when long distances are necessary and the drive shaft remains connected.

(c) It shall be possible to easily lift the front of the trolley for towing without damaging the wheelchair lift.

(d) Two vertically positioned tow eyes shall be provided the front and the rear of the trolley.

(e) All tow eye locations shall be fastened securely to the bumper and shall be located so they will be accessible for attachment of a tow bar. Use of towing and lifting points on the trolley shall not damage access doors, flaps, etc.

(f) The rear tow eyes shall not provide a toehold for unauthorized riders.

(g) The front tow eyes shall allow attachment of a rigid tow bar and shall permit lifting of the trolley, at curb weight, by the tow eyes and the tow bar until the front wheels are clear of the ground. Each towing device shall accommodate a crane hook with a 1" throat.

49. Exterior Paint & Trim

(a) After final assembly, all surfaces requiring paint shall be thoroughly cleaned and given a coat of zinc chromate primer. The exterior requiring paint shall be painted with DuPont Imron polyurethane enamel. Application shall be in accordance with procedure as recommended by the paint manufacturer. Color to be selected by the customer.

(b) All openings or trim on doors, windows, etc. to be metal. All exterior metal or aluminum trim to have the "wood look" or to be painted as specified by the customer after bid award. The instrument panel shall be covered with a non-reflective type of finish.

(c) Trolley numbers, if specified by the customer, shall be painted on both sides of the trolley . Lettering details to be selected by the customer. Customer's logo to be installed in approved locations.

(d) Customer's name shall be painted on both sides of the trolley . Lettering details to be selected by the customer.

50. Inspection

(a) Final inspection and acceptance of the trolley covered by these specifications shall be made by the customer.

(b) The manufacturer must weigh each trolley with all components in place as called for in these specifications including fuel, oil and water.

(c) The manufacturer must submit a certified weight slip for each trolley.

(d) The manufacturer must state the amount of fuel in tank at time of weighing. Vehicles unladen weight shall be computed with full fuel tank.

51. Maintenance Manuals

Maintenance manuals shall include trouble shooting guides, removal instructions, repair and over haul instructions, assembly instructions and replacement instructions for all units and systems on the trolley, including engine and transmission. Maintenance manuals shall include all special tools needed to maintain the vehicle. Maintenance manuals shall include as built schematics of the electrical, heating, cooling air, and hydraulic systems.

52. Parts Supply, Drawings, Catalog Instructions

(a) Manufacturer shall state location of parts warehouse which will serve the area and give the best estimate of time required for delivery of parts.

(b) A supply of replacements parts for the trolleys must be guaranteed by the manufacturer for a 10 year period from the date of purchase.

(c) Manufacturer shall state his policy on freight charges for parts.

(d) Manufacturer shall supply with delivery of the first trolley, at least two (2) service manuals and two (2) complete parts books, and keep them up to date for ten (10) years.

(e) Manufacturer shall supply with delivery of the first trolley two (2) operator's manuals explaining the function and operation of the trolley and its accessories for driver familiarization and training.

(f) Manufacturer shall submit one copy of its current standard operator's, service, and parts manuals, and it's proposed method to update or supplement them, for approval 30 days prior to delivery of the first trolley.

(g) Service manuals and wiring schematics shall include reference to all components and features of the trolley.

(h) Final records shall be supplied to the customer.

(i) When the trolleys are delivered, contractor shall go over the trolleys with the drivers and mechanics to familiarize them with proper operation and maintenance of the trolley.
